It could be many things. A bad new pump, blockage in a line blockage or stuck valve in the steering rack. I could even be a belt routed wrong cause the pulley to turn backwards. I'm guessing you were bleeding the system due to replace the pump correct?

I bleed power steering by leaving the cap off and going slowly lock to lock to get the air out. You may have had a big air bubble come out the of the system. If everything works ok now I wouldn't worry about it.
