engine wont turn over 1996 Oldsmobile Cutlass Supreme

So my 96 olds cutlass supreme won't start. Its a 3.1 engine. At first I thought it was the starter but pulled it off and it tested fine. The alternator is good. Battery tested at 12 volts but had it charged up anyway. Still no luck. I doubt its something in the ignition system because the starter clicks and tries to start the flywheel. Don't think its locked up cause the flywheel does move, just kind of slow. Checked fuses and spark plugs, they are fine. Even with bad plugs it should start then sputter out, and it doesn't even do that much.
Someone told me it might be something with the timing belt, but I looked that up and it seems that's a problem with the 3.4 GM engine.
Could it have something to do with fuel injectors? I don't know much about those.
Any ideas what else it might be?
I do have an AC compressor that hasn't worked for a while. Could that have locked up enough to stop the serpentine belt from moving? Because it seems like the starter is trying to work but it just can't turn the motor over. So I'm guessing something is binding up and preventing that.
