Fraudulent Vehicle Sale

I purchased a Banshee from this dealer. At the time of purchase, I was told the Banshee had never been titled (The dealer did not have the title). I reached to the department of motor vehicles in my state to ensure that I could title the vehicle (based on the information that the owner of the dealership had provided). The state I reside in assured me that I could title the vehicle (as long as the vehicle had not been titled).
When I attempted to title the vehicle, the highway patrol (during vin inspection) informed me that the vehicle had a title and the vin number had been modified. I have made several attempts to contact the owner of the dealership (to resolve the problem). The owner is never available and will not return my calls. I am now left with moving forward with legal proceedings. I have contacted my lawyer and the dealer will have to deal with the recourse of a fraudulent transaction (which is a major legal matter)
