He'll offer a small discount or he keeps your deposit, and you schlep it back home a little poorer. Either way he wins. He (Arti) is a predator, but so for he has gotten away with it. The money he swindles is not enough to merit a law suit from out of town. I bought a car from him that he describe as "clean and rust free", as it turns out the car is so badly rusted that it is a total loss ($3000 repair for a 2003 car is just too much). If I could post pictures here you would be shocked. Listen to reason, and go elsewhere.
